MBE/WBE - Section 3

The Section 3 program (provision of HUD Act of 1968) adopted by HACFM Board of Commissioners in July 2009 was implemented as a result of HUD’s initiatives to promote employment & training opportunities to low and very low-income individuals.

Section 3 also provides preference for contracting opportunities to businesses owned by or employ these persons. Through the Section 3 program, HACFM has assisted 200+ individuals with employment and training opportunities. The agency also certified 40 general and subcontractors through the program. Although HACFM promotes minority, women owned and disadvantaged businesses, it is the agency’s goal that 30% of all new jobs created resulting from federally funded projects are awarded to Section 3 residents (many of which reside in public housing or receive subsidized housing assistance). According to HUD’s Section 3 program homeless individuals also receive preference for employment and training opportunities.
